El reconocido jurista Manuel E. Ventura Robles, quien se desempeñó durante años como Secretario Ejecutivo, Juez y Vicepresidente de la Corte Interamericana de Derechos Humanos, fue anunciado hoy como nuevo Ministro de Relaciones Exteriores de Costa Rica.
La brillante trayectoria del nuevo Ministro de Relaciones Exteriores ha estado vinculada a la promoción del Sistema Interamericano de Derechos Humanos y del desarrollo de la Corte Interamericana de Derechos Humanos, con sede en San José.
“Quiero, en primer término, agradecer al señor Presidente, don Carlos Alvarado, por su confianza y por darme la oportunidad de servir a mi país en tan alto y distinguido cargo. Seré un servidor que proyectará los valores de nuestra política exterior (paz, democracia, derechos humanos, medio ambiente y desarme), y también atenderá el imperativo de contar con un servicio exterior de excelencia”, dijo el Canciller Manuel E. Ventura Robles.
El nuevo Ministro adelantó que se propone desarrollar “una política exterior que comprende, entre otros, asuntos como los derechos humanos, la migración, el comercio exterior y el fortalecimiento de la carrera diplomática, así como temas contingentes como las crisis en Nicaragua y Venezuela y potenciar la voz de Costa Rica en foros como la Organización de los Estados Americanos (OEA) y en las Naciones Unidas (ONU)”.
“De mi experiencia durante muchos años en el ámbito de los derechos humanos aprendí del prestigio de Costa Rica en el mundo. Me propongo, con humildad y compromiso, acrecentar nuestro respeto y levantar la voz cuando advirtamos retrocesos o el irrespeto a nuestra convivencia democrática, nuestra institucionalidad y nuestras libertades”, añadió el nuevo Ministro de Relaciones Exteriores.
Extensa vida de servicio. Manuel E. Ventura Robles fue elegido Juez de la Corte Interamericana de Derechos Humanos (CIDH) por un período de seis años, en enero de 2004. Anteriormente ocupó el cargo de Secretario de la Corte desde 1990 hasta diciembre de 2003. También fue Secretario adjunto del alto tribunal hemisférico, desde diciembre de 1979 hasta marzo de 1989.
Ha ocupado diversos cargos, tanto en la empresa privada como en la administración pública. Ha colaborado en el Servicio Exterior costarricense en la Embajada de Costa Rica en Washington, D.C. como Ministro Consejero en Asuntos Jurídicos, y en la Misión Permanente de Costa Rica ante la OEA, como Segundo Delegado Alterno.
Es abogado por la Universidad de Costa Rica y con estudios de maestría en Derecho Internacional por la George Washington University, y en la American University.
Es Miembro del “International Law Association”, de “The American Society of International Law”; Miembro del “Instituto Hispano-Luso-Americano y Filipino de Derecho Internacional”; Miembro del “Consejo Editorial de la Revista do Instituto Brasileiro de Direitos Humanos”; Miembro Honorario de la “Asociación Costarricense de Derecho Internacional”; y Miembro ex officio de la Asamblea General del Instituto Interamericano de Derechos Humanos.
Desde 1970 publicó ensayos y libros que han circulado en el ámbito nacional e internacional, ya sea como textos propios o preámbulos a publicaciones de otros autores.
En marzo de 2008, la Asociación Costarricense de Derecho Internacional “Philip C. Jessup” (ACODI) y el Instituto del Servicio Exterior “Manuel María de Peralta”, otorgaron la XI Edición del Premio “Manuel María de Peralta”, a don Manuel E. Ventura Robles. El galardón reconoce la labor de costarricenses cuyos logros, trayectoria y esfuerzos han repercutido en el derecho, la diplomacia y la política internacional.
Jurist Manuel Ventura Robles is appointed Minister of Foreign Affairs of Costa Rica

The renowned jurist Manuel E. Ventura Robles, who served for years as Executive Secretary, Judge and Vice President of the Inter-American Court of Human Rights, was announced today as the new Minister of Foreign Affairs of Costa Rica.
The brilliant career of the new Minister of Foreign Affairs has been linked to the promotion of the Inter-American Human Rights System and the development of the Inter-American Court of Human Rights, based in San José.
«I want, first of all, to thank the President, Mr. Carlos Alvarado, for his trust and for giving me the opportunity to serve my country in such a high and distinguished position. I will be a server that will project the values of our foreign policy (peace, democracy, human rights, environment and disarmament), and will also address the imperative of having an excellent external service, «said Chancellor Manuel E. Ventura Robles.
The new Minister announced that he intends to develop «a foreign policy that includes, among others, issues such as human rights, migration, foreign trade and the strengthening of the diplomatic career, as well as contingent issues such as the crises in Nicaragua and Venezuela and enhance the voice of Costa Rica in forums such as the Organization of American States (OAS) and the United Nations (UN).»

Extensive service life. Manuel E. Ventura Robles was elected Judge of the Inter-American Court of Human Rights (IACHR) for a period of six years, in January 2004. He previously served as Secretary of the Court from 1990 to December 2003. He was also Secretary of the high hemispheric tribunal, from December 1979 to March 1989.
He has held various positions, both in private companies and in public administration. He has collaborated in the Costa Rican Foreign Service at the Embassy of Costa Rica in Washington, D.C. as Minister Counselor in Legal Affairs, and in the Permanent Mission of Costa Rica to the OAS, as Second Alternate Delegate.
He is a lawyer from the University of Costa Rica and has a Master’s degree in International Law from George Washington University, and from American University.
He is a member of the «International Law Association», of «The American Society of International Law»; Member of the «Hispanic-Luso-American and Filipino Institute of International Law»; Member of the» Editorial Board of the Magazine of the Brazilian Institute of Human Rights «; Honorary Member of the «Costa Rican Association of International Law»; and ex officio member of the General Assembly of the Inter-American Institute of Human Rights.
Since 1970, he has published essays and books that have circulated nationally and internationally, either as own texts or preambles to publications by other authors.
In March 2008, the Costa Rican Association of International Law «Philip C. Jessup» (ACODI) and the Foreign Service Institute «Manuel María de Peralta», awarded the XI Edition of the «Manuel María de Peralta» Award, to Mr. Manuel E Ventura Robles. The award recognizes the work of Costa Ricans whose achievements, trajectory and efforts have impacted on law, diplomacy and international politics.
