Costa Rica firma con China iniciativa de la Franja y la Ruta

– Acuerdo abre una amplia gama de oportunidades para la cooperación, el intercambio comercial y el apoyo financiero.

– Un total de 103 países y organizaciones internacionales han firmado con China 118 documentos de cooperación, en el marco de la “Franja y la Ruta”.

– Iniciativa ha superado 5 billones de dólares estadounidenses el volumen del comercio total de mercancías entre China y los demás países.

El Gobierno de Costa Rica y la República Popular China firmaron este lunes un Memorando de Entendimiento sobre Cooperación, para promover conjuntamente el Cinturón Económico de la Ruta de la Seda y la Iniciativa de la Ruta Marítima de la Seda del Siglo XXI.

Durante el 2013, el Presidente de China, Xi Jinping, presentó la iniciativa de “la Franja y la Ruta”. A la fecha más de 103 países y organizaciones internacionales han firmado el documento, con la intención de promover intercambios de bienes, tecnología, capital y personal, mediante una conectividad y aprendizaje mutuo.

Todo ello,  a través de la promoción del desarrollo coordinado y el progreso común en la economía, la sociedad, el medio ambiente y la cultura.

La Vicepresidenta y Canciller de la República, Epsy Campbell Barr, expresó que el instrumento firmado entre Costa Rica y China es fruto de la confianza, que se ha fortalecido desde el establecimiento de las relaciones diplomáticas entre ambos países en junio del 2007 y que ha contribuido a profundizar los lazos políticos, económicos y comerciales.

“Debido a la complementariedad entre nuestros países, subrayamos la importancia de este documento en lo referente a financiamiento, infraestructura, comercio y los acercamientos persona a persona.

Anhelamos que la República Popular China continúe haciendo inversiones de largo plazo y de alto valor agregado en nuestro país”, expresó la Canciller Campbell durante el acto.

“Nos conocemos mucho mejor hoy que hace 11 años y ese conocimiento solidifica la relación. Costa Rica tiene un modelo de desarrollo sostenible que puede complementarse perfectamente con la cooperación bilateral china y el relacionamiento chino con América Latina y el Caribe y que estamos seguros que se potenciará con la suscripción de este Memorando”, agregó la Canciller Campbell.

Por su parte, el Embajador de China en Costa Rica, Tang Heng, celebró la profundización de las relaciones entre ambos países.

“Al arrancar la segunda década de las relaciones bilaterales, la firma de este memorándum equivale a instalar un nuevo motor de gran potencia, con una fuerza poderosa y duradera a la cooperación entre ambos países”.

“Queríamos aprovechar la firma del Memorándum de Entendimiento como nuevo punto de partida, a fin de reforzar la coordinación y comunicación de políticas y el acoplamiento de estrategias de desarrollo, ampliar el intercambio comercial, así como profundizar la cooperaciones en diversas áreas como infraestructura, agricultura, educación, tecnología y protección ambiental”, dijo el Embajador Tang.

Grandes resultados

La iniciativa de la Franja y la Ruta ha superado 5 billones de dólares estadounidenses el volumen del comercio total de mercancías entre China y los países, a lo largo de las rutas comerciales marítima y terrestre.

La inversión acumulada de China en estos países ya sobrepasó 70 mil millones de dólares, con un crecimiento anual promedio de un 7.2%.

Además, empresas chinas han establecido 82 zonas de cooperación económica y comercial, con inversión total de 28.9 mil millones de dólares, creando alrededor de 244 mil empleos locales.

Expectativas para Costa Rica

A través de este acuerdo, Costa Rica y China cooperarán en sus principales estrategias de desarrollo, planificación y políticas, en intercambios de conectividad de carreteras, ferrocarriles, puentes, aviación civil, puertos, energía y telecomunicaciones; y en la expansión de la inversión, el comercio y la cooperación industrial.

Además, incentivarán a sus empresas para construir parques industriales y zonas de cooperación económica y comercial; a las instituciones financieras para proporcionar apoyo y servicios para la generación de capacidad de producción,

inversión e intercambio comercial; y también desarrollarán la red de ciudades  hermanas para lograr acuerdos de cooperación en educación, cultura, salud, turismo, deportes y  bienestar público.

La cooperación se logrará mediante visitas de alto nivel, así como mecanismos de intercambio gubernamentales y no gubernamentales.  Todo ello mediante una plataforma de información multinivel en diversos campos y canales, con el objetivo de aumentar la transparencia y alentar la participación de las personas de los distintos sectores de la sociedad

El Memorando de Entendimiento sobre Cooperación entrará en vigor a partir de la fecha de su firma, permanecerá vigente por tres años y se prorrogará automáticamente por períodos subsiguientes de tres años.

 

 

 

 

Costa Rica signs with China the Belt and the Road Initiative

-A total of 103 countries and international organizations have signed with China 118 cooperation documents, within the framework of the «the Belt and the Road «.

-Initiative has exceeded 5 trillion of US dollars the volume of total merchandise trade between China and the other countries.

The Government of Costa Rica and the People’s Republic of China signed on Monday a Memorandum of Understanding on Cooperation, to jointly promote the Silk Road Economic Belt and the initiative of the 21st Century Maritime Silk Road.

During the 2013, the president of China, Xi Jinping, presented the initiative of «the Belt and the Road «. Up to now more than 103 countries and international organizations have signed the document, with the intention of promoting exchanges of goods, technology, capital and personnel, through connectivity and mutual learning.

All this, through the promotion of coordinated development and common progress in the economy, society, environment and culture.

The Vice president and Chancellor of the Republic, Epsy Campbell Barr, said that the instrument signed between Costa Rica and China is the fruit of confidence, which has been strengthened since the establishment of diplomatic relations between the two countries in June of 2007 and it has contributed to deepening the political, economic and commercial ties.

«Because of the complementarity between our countries, we underline the importance of this document in terms of financing, infrastructure, trade and person-to-person approaches.

We long for the People’s Republic of China to continue making long-term and high value-added investments in our country, «said Chancellor Campbell during the event.

«We know each other much better today than we did 11 years ago and that knowledge solidifies the relationship. Costa Rica has a sustainable development model that can be perfectly complemented by Chinese bilateral cooperation and Chinese relations with Latin America and the Caribbean, and we are confident that it will be enhanced by the signing of this Memorandum, «added Chancellor Campbell.

For his part, the Ambassador of China in Costa Rica, Tang Heng, celebrated the deepening of relations between the two countries.

«In the start of the second Decade of bilateral relations, the signing of this Memorandum is tantamount to installing a new high-powered engine, with a powerful and lasting force for cooperation between the two countries.»

«We wanted to take advantage of the signing of the Memorandum of Understanding as a new starting point, in order to reinforce the coordination and communication of policies and the linkage of development strategies, to expand trade, and to deepen the Cooperation in various areas such as infrastructure, agriculture, education, technology and environmental protection, «said Ambassador Tang.

Great results

The Belt and the Road Initiative has exceeded 5 trillion of US dollars the volume of total merchandise trade between China and the countries, along the maritime and land trade routes.

China’s accumulated investment in these countries has already exceeded 70 billion of dollars, with an average annual growth of 7.2%.

In addition, Chinese companies have established 82 zones of economic and commercial cooperation, with total investment of 28.9 billion dollars, creating around 244,000 local jobs.

Expectations for Costa Rica

Through this Agreement, Costa Rica and China will cooperate in their main development, planning and policy strategies, in exchanges of connectivity of roads, railways, bridges, civil aviation, ports, energy and Telecommunications And in the expansion of investment, trade and industrial cooperation.

In addition, they will encourage their companies to build industrial parks and areas of economic and commercial cooperation; financial institutions to provide support and services for the generation of production capacity, investment and commercial exchange; and they will also develop the Brother Cities network to achieve cooperation agreements in education, culture, health, tourism, sports and public welfare.

Cooperation will be achieved through high-level visits, as well as governmental and non-governmental exchange mechanisms.  All this by means of a multilevel information platform in diverse fields and channels, with the aim of increasing the transparency and encouraging the participation of the people of the different sectors of the society

The memorandum of Understanding on cooperation shall enter into force from the date of its signature, remain in force for three years and be automatically extended for subsequent three-year periods.
